With China’s rapid development of higher education and the unceasing deepening of higher education organizational reform, remarkable change have taken place in the management work of university students from the content to the function, and new higher requirements are presented. College Counselors, as the backbone force for college students’ Ideological and political education, are the important factor to insure the higher school education developing rapidly and continuously. The overall level and working position of college Ccounselors will directly effect of Ideological and political education and the oersonnel training. In-depth study of counselors’ work incentive mechanism, which could arouse the counselors’enthusiasm for work, indicate very important realistic significance. Based on Hertz Berg Incentive-health double factor theory, eleven influence factors of counselors’ work satisfaction were researched, six kinds of incentive factors and five kinds of health factors were obtained by quantitative analysis method, and the corresponding incentive mechanism and incentive measures are puts forward as conclusion.
