Along with proposing strategy of Rely on Science and Education to Rejuvenate the Nation, each colleges and universities unceasingly increase the introduction of high-level talents, especially science-research talents. To ensure the quality of talents and reduce the losses caused by the improper introduction, also provide a new reference method for current college science-research talents introduction decision-making. This paper takes talents that college planned to introduce as study object, through analyzing the current talents introduction status and the problems that traditional evaluation methods existed, we propose and use grey multi-level evaluation method to conduct some discussional research.Summing up the paper, the conclusions are as follows:(1) Emphatically establish a better perfect, reasonable evaluation index system about feasibility of college science-research talents introduction. This study carries on evaluation from three aspects, they are talents own applicability, college condition sufficiency and comprehensive benefit feasibility. In process of establishing index, we conducted two rounds of specialists consulting to filter index and ultimately determine a relatively reasonable index system, it provide the basic theory for colleges and universities talents introduction decision-making.(2) By carrying on questionnaire survey abort index relative importance to experts in relevant domain, we use AHP determine the weights of evaluation index in order to avoid the impact caused by personal subjectivity, increase the scientificity of index weight.(3)According to the evaluation index system about feasibility of college science-research talents introduction, considering flaw of method of scoring by specialist, we propose improved evaluation method--Application of multi-level Grey Evaluation at feasibility of college science-research talents introduction in Shandong province, then give empirical study. Studies show that the gray multi-level evaluation method has achieved combination of subjective and objective evaluation, it enables transformation from subjective factors into objectively evaluation have a stronger persuasion and have a good operability and practicality.
