This article pinpoints the problems and weaknesses in performance evaluation system for university faculties in China through analyzing current research on performance evaluation system in combination with the characteristics of that system. On the basis of such work, in order to emphasis and validate performance evaluation system for faculties in universities, this article gives empirical study in the case of Harbin Engineering University, and stresses that faculty performance evaluation system should comply with development strategy of universities. Meanwhile, this article also uses AHP and mathematic models to quantify weight for factors concerning performance evaluation to assure that the performance evaluation system for faculties in Harbin Engineering University is scientific.The whole article consists of six parts. The first part states the research purpose, and briefly introduces the ideas and methodology. The second part discusses principles and characteristics of performance evaluation system, and analyzes its position in the system, and AHP academically. The third part evaluate the current research about faculty performance evaluation in and out of China, and reveals the weakness of academic research and practice at present along with the importance of building a scientific performance evaluation system.The fourth part clarifies how to scientifically design the faculty performance evaluation system. From the perspective of development strategy, it establishes the performance evaluation that is suitable to development strategy, and identifies factors by key account method based on weight involving working concentration and uses AHP to quantifies that weight. The fifth part conducts empirical study in the case of Harbin Engineering University, and uses AHP to quantify the weight of performance evaluation system to ensure that the performance evaluation system is scientific. The sixth part analyzes the problems in performance evaluation system and evaluation system itself as well as some other problems, and also gives countermeasures according to such problems.
