At the present, our society is occupying the information time, the elementary education also facing information tide impact. The education information took an item of systems engineering, directly will relate the future talented person's knowledge structure and the ability accomplishment, will be implements the education for all-around development the important action. Teachers are facing the challenge and shock confronting the requires for talents in the age. Being the citizen in the information society, being the communicator of knowledge above all, teachers must adjust their own location, to improve their information literacy. Only teachers in elementary and middle schools have the excellent information literacy, can they satisfy the needs of information on education and courses reform, update the educational conception, accept the new instructional pattern and methods, better exert the function of information technology, make better use of information technology in education, promote the educational modernization, optimize the teaching and learnig process and improve the quality of education.In this study, system theory, learning theory, adult learning theory of mind, teacher professional development theory as the theoretical foundation, adopted the document analysis, interviews, questionnaires are examining ways to Yichun City investigation by the eight primary and secondary schools 270 in-service teachers for the research sample, around the issue of information literacy, primary and secondary school teachers in Yichun City of information literacy status of a wide range of surveys. In this study take full advantage of Yichun City primary and secondary school teachers with quality information is based on the information literacy teachers at home and abroad the theory and practice of research results, from the teacher's awareness of information literacy, information literacy knowledge, the information capacity of knowledge, information ethics literacy and teachers to use information technology in teaching, and so on ,the survey results conducted in-depth analysis, found that restricting Yichun City primary and secondary school teachers enhance information literacy of the top five factors, combined with the reality on the ground, in a targeted manner to improve primary and secondary school teachers in information literacy strategy.
