The information age demands higher requirement for the modern talents, high quality innovative talents are the objective requirement of the development for present society. However, the construction of teaching resources can't satisfy the demands on the cultivation of innovative talents. Although many universities all input much manpower, financial resources and material resources, the construction of teaching resources lacks systematization, causing severe repeatability and formalization, and brings little effect. Therefore, how to construct the teaching resources in universities is an objective question that cannot be ignored.The research on literature indicated that the application of design on three-dimensional instructional resources only in its early stage in Mainland China. Few people take theory study. Existing study concentrates on the concept, element and characteristic. No any article analyzed the design of three-dimensional instructional resources of certain course. The study will design three-dimensional instructional resources composed by the dimensionalities of presentation format of different media, content and method,in order to explore the design of this resources.Taking the views of the hermeneutics, phenomenology, dialogue theory, post-modern curriculum theory, social constructivist theory as the guides, the research takes three-dimensional instructional resources for research object by the way of content analysis, in order to discuss how to design three-dimensional instructional resources, to meet the teaching training needs and promote the improvement of the quality of teaching in colleges and universities.The research takes print resources as main line, through the present form of resources to reflect the contents and methods. It discusses the design scheme of three-dimensional teaching resources around its guiding ideology, principles of design, structure and specific design methods. The study results will provide a new way of thinking and practice of reference for the construction of teaching resources in colleges and universities has played an exemplary role, with strong values and the practice of operable.With the limitation of ability and time ability, this article macroscopically designs three-dimensional instructional resources of the public course of modern educational technology, only to complete the framework for the design, unable to construct and apply the resources systems. The technology of modules function and other aspects of an in-depth study has not yet studied, the research remains to perfect further.
