Aimed at talent training, the university management system is constructed on the well-establishment of teaching. Institutes and schools of higher education see teaching system as the power resource to stand steady and strong. Talent training and teaching quality of high education is put into effect through teaching activities, which therefore comes of the core of the teaching management system. Teaching management to coordinate and supervise teaching activities in return influences the teaching quality according to the management efficiency and effects. Administrative managed system actualizes the teaching management in a dynamic and practical way. On the one hand, the administrative management featured in the teaching activities is fulfilled dynamically by all of the schools and administration departments. On the other hand, the management system is connected to the teaching quality and talent training through the practical co-efforts of teachers and students. Nowadays, as the higher education is getting popularized, the administrative management is demanded of individualized services, innovative ideas and refined talent training quality. Aided by improved networking platform, the management should provide an organized teaching assembly line and reform the functional mechanism with an innovative mind to consolidate the establishment of human resources, to upgrade quality-guarantee system, to construct a harmonious learning environment and finally to improve the quality of talent training. This paper is to elaborate on the higher education of undergraduates from the perspective of administrative management by analyzing the problems, opportunities and challenges in the teaching management and using home-and-abroad education thinking for reference. The research presents five aspects, undergraduate education orientation, mind innovation and system reform, human resource establishment, quality guarantee measure and hardware- and software environment construction.
