The kingdom to prosper,industry to flourish.The retention of talents and the use of good people at the grass-roots level is an important part of the talent strategy,which affects the implementation effect of China's talent strategy and the balanced development of the region.At present,high-quality talents are mainly distributed in central cities,forming the clustering effect of talents.At the same time,there has been a massive outflow of grassroots talents,especially high-end professional and technical talents.This leads to the hollowing out of grassroots talents,which leads to the contradiction between the broad career platform of grassroots and the available talents with limited resources.Therefore,this paper tries to analyze the reasons and puts forward the optimization direction of grassroots talent policy.First of all,this paper reviews the research results of relevant scholars from three perspectives: grassroots talent flow,grassroots talent environment,and grassroots talent issues.It is found that most of the researches on grassroots talent problems are carried out from the aspects of the current situation of grassroots talent team construction and grassroots talent incentive policies,and the researches on "existing measures still cannot effectively solve the plight of grassroots talent team" are still insufficient.There is little research on how to retain and make good use of talents.Secondly,this paper discusses the necessity of guiding talents to flow to the grass-roots level from two aspects of the national development strategy and the reality of the "hollowing out" of grassroots talents.And carried on the field investigation to Luzhou area,understood and mastered the primary data of luzhou grassroots talent team,in order to further understand the status and problems of grassroots talent policy.Moreover,by combing the existing policies for grassroots talents and combining with field research,it is found that the problems existing in the policies for grassroots talents mainly include the weak systematization and coordination of the policies for talent development and the unclear subject.The fragmentation of talent use policy is prominent and the operation mechanism is not sound.The innovation degree of talent flow policy is not enough and the administrative intervention is too much;The policy system and mechanism of talent evaluation are not perfect and the evaluation is not scientific.Talent incentive policy mobilization capacity is insufficient,the effectiveness is not obvious.Finally,based on the problems found in the survey and relevant data,this paper tries to give the optimization direction of grassroots talent policy from the following aspects.Firstly,the policy of talent development should pay attention to the innovation of system reform and talent training.Second,in the use of talent should respect the law of talent growth,invigorate all kinds of talent;Third,innovate the management mode of "retaining" and "moving" talents,and smooth the flow channel of talents;Fourth,promote the classified evaluation of talents and optimize the professional title evaluation and post management of professional and technical talents;Fifth,the establishment of market-oriented talent incentive mechanism,promote the unit-based distribution mechanism;Sixth,promote the evaluation of talent policy.
