Nowadays, it has great significance in establishing a professional and specialized administrative staff and improving management efficiency to deepening reform of staff system in university. The difficult point of this reform can be regarded as the long-term existed duty model of double post in university. Based on above cognition, the research purpose of this thesis is to study the countermeasures and suggestions of the reform.At first, the historical evolution of the duty model of double post in university was investigated. Then the reform progress by summarized some pilot colleges and universities' related regulations for the duty model was analyzed. Despite the reform is promoted in the past eight years but the critical point so far has not be thoroughly reformed, moreover, it may be long-term and arduous.By using the analysis frameworks of some classical theories of management and economics, the inherent defects of the duty model of double post in university was revealed, and the result shows that the duty model is the reason why the administrative staff is low efficiency and unstable.In comparison with the management model in developed countries and the civil servant system in our country, the conclusion is that the staff system in university should be established as soon ad possible, and the reform of the duty model may be suitable for national conditions at present. Therefore, the reform should be gradual and inevitable. During the transition period, the aim of the reform is to reinventing the duty model from performance agreement, power structure, incentive mechanism and exit mechanism.The conclusion is that it is necessary for establishing staff system to reform the duty model of double post in university. And the proposal is that the reform of the duty model should be boosted in some general administrative sector expect some professional agency such as teaching affairs department. In addition, the chief office of department may take operations and administration in their tenures but the deputy can not do so.
