With the international content being stronger, human resources, especially the higher level human resources, have been become the core content ability of enterprises, cities and countries. With market economy developing and reform and open deepening, the need for various human resources is also increasing. Especially, whether the higher human resources distribution is scientic and rational have great influence on the development of social politics, economy, science and technology, culture and so on. The graduates are treasure and higher human resources. And its employment is the first and key of higher human resources distribution. Whether the distribution is rational or not, will have great influence on individuals' future and development, education investment from family to college student and the social stability, moreover the development and human resources distribution of the whole country. The problem of higher-education institutions graduates'employment concentrating on east region excessively is becoming protruding after the employment system of "bidirectional choice, job-hunting independently" has been implemented. It expended the non-balance of district human resources distribution. And the unbalance of human resources distribution impelled the unbalance of district economy development. The two non-balances have been strong "Matthew Effect". The concentration problem of the district direction of New Graduates from Colleges and Universities Directly under the Ministries is the most protruded. Therefore, this paper chooses them to study and explore their present situations, reasons and the influence to the human resources distribution.The relationship is posit correlation between the district direction of New Graduates from Colleges and Universities Directly under the Ministries and the level of district economic development. They influent each other and interrelate. The gap of district economic development impels the concentration of graduates directions and to fro; The relationship is posit correlation between the district direction of New Graduates from Colleges and Universities Directly under the Ministries and whole human resources distribution. Especially,the relationship is high posit correlation between the district direction of New Graduates from Colleges and Universities Directly under the Ministries and the employments qualities with undergraduate degree in every provinces; The centre of gravity of human resources structure is ascending and the structure is optimizing in east district, and to fro in middle and west district. The district gap of human resources is large.This dissertation includes six parts. The preface introduces the significance, research status, research thinking and methods and gives some related definitions. In the second part, the author analyzes the background, feasibility and necessity. In the third part, the author describes and analyzes the whole district direction of New Graduates from Colleges and Universities Directly under the Ministries. And he also reveals their present status and problems. In the fourth part, the author explores the causes of the excessive concentration problem of the district direction of New Graduates from Colleges and Universities Directly under the Ministries. In the fifth part, the author analyzes the relation between them and the influence which the former to the latter. In the sixth part, the author includes the major conclusions. And the last is countermeasure against them.
