A Study About The Development Of District Economy And The Employment Direction Of Higher-education Institutions Graduates

From the Deng Xiaoping's "Two Overall Situations" thinking to the "Scientific Outlook" ,the development of district economy is a problem which is worthy of our much focus. Talent is the key in the process of economical development. But the higher-education institution graduates, as the major colony of talent, confront the problem of "difficulty in employment". Though these two problems seem independent, they contact each other really. Under the guidance of Maxism ,combine with the Endogenous Growth Theory which based on human resource, this paper analyses the development of district economy and the difference of employment direction of higher-education institutions graduates deeply and comprehensively. Furthermore, my paper raises some personal suggestion about how to reverse the unbalanced trend and promote the coordinate development of regional economy finally.Recently, because of political factors, economical factors, social factors and natural factors, the difference between eastern developed area and central and western underdeveloped area not only narrows, enlarges gradually. Practically, there are more difficulties in realizing a "well-off' society in the central and western underdeveloped area, therefore, the enterprise of a wholesome "well-off' society will have to face great challenges. Affected by economy development, system circumstances, social conception and so on, higher-education institutions graduates, as an important part of whole human capital, of which the employment process presents obvious difference in different areas. Talent is rare resource. It is the decisive fact that promote the improvement of or our society. The abnormal phenomenon of "High-consumption of talent" presents in the eastern developed area. At the same time, the central and western underdeveloped areas confront "Talent Shortage" and "Talent Loss". There is a vicious circle between the development of central and western underdeveloped areas and the employment of high-education institutions graduates.Proving into how to reverse the unbalanced trend is practically significant. Whether the employment direction of high-education institutions graduates is reasonable or not concerns country, society, higher-education, individuals and families. Although in the market economy, market should be the major method in arranging the higher-education institutions graduates, necessary governmental interference can play an very important role in it .So, the country should guide and courage higher-education institutions graduates to get a job in central and western areas by economy adjustment, administration adjustment and law adjustment. Correspondingly, the government of central and western areas should develop local economy firstly. Second, they must try hard to make a good surroundings for talents to create their career, live and work. On the other hand, they should adjust the strategy, by enterprise system innovation, or stimulating system innovation, or material encouragement or emotional encouragement, achieve the change of central and western underdeveloped areas form natural resource superiority to economy superiority finally. I hope my paper can do something in promoting the progressive development of economy in central and western underdeveloped areas, realize the coordinate development of regional economy and solve the difficult problem about higher-education institutions graduates' employment.
