Combining theories with practices, on the basis of collecting a great amount of documents and materials and carrying on investigation in a large scale, the paper focuses on deep analysis to the theory of human resources allocation and have proposed some recommendations and measures on how to realize the rational allocation of the graduates form higher-education institutions, which is based on the positive research to the rational allocation of graduates in China. Firstly, on the basis of deep analyzing the current situation of the study on human resources management and human resource distribution both in domestic and international, the definition of human resources , human resources management , human resource allocation and human capital have been put forwarded clearly in the paper. The content, the principle and the mechanism of human resource distribution are also illustrated in the paper. The paper emphasizes the importance of human resource s allocation, which is the theoretical principle of analysis the present situation of human resources allocation in China and the reason why the human resource allocation in China is not rational. At present the market-based trend appears in the human resource distribution in China, but some questions still exist. Its reasons are mainly the low development degree of labor market, the monopolization of jobs in departments and the state-run department's employing mechanism reform lagged behind with the society.The graduates of higher-education institutions are an important part of human resources. The allocation of graduates is one of the work focuses in higher-educations institutions, which plays an important role in the economic development. Allocation mechanism is vital in realizing the rational allocation of graduates. The allocation mechanism of graduates in China has being changing with the change of the economic system of our country, which has gone through the planned mechanism, the planned mechanism changing to the market mechanism and the market mechanism. Graduates are the important human resources in China, the allocation of which plays an important role in the development of the economy of China. At present the allocation of the graduates' and the current situation of graduates' employment are not optimistic. The imperfect system and the lack of quality for graduates own can be great obstructions.Based on the practical principle and with the help of a great amount of data of the allocation of graduates in Hubei Province, the contrast analysis on the allocation of graduates between the 'Tenth -Five-Year-Plan' and 'the Ninth-Five-Year-Plan' in Hubei Province has been carries on in the paper, which is the case foundation of the theoretical analysis of the environment of human resource allocation. During the Tenth-Five-Year period, the environmental factors influencing the allocation of graduates in Hubei Province include the economic environment, policy environment, system environment and thoughts environment. The factors influencing graduates allocation is an important part of the research on the allocation of graduates. This text has analyzed the internal and the external relation of the rational allocation of graduates with dialectical method put forward the favorable and unfavorable factors of graduate's rational allocation, analyzed the reason which influence graduate's rational allocation from the macro aspect and micro aspect, and proposed to cultivate high-level talents and realize the rational allocation of high-level human resources.Reasonable security system can offer good condition for the rational distribution of graduates. To set up it, first there should be relevant law and system, secondly must the careers market of the graduate taking university as subject should be set up, which can help full play of latent energy for student's individuals and develop in an all-round way, furthermore help higher education develop healthily and steadily.
