Under both the positive and normative methods, this article makes a systematic analysis of the impact of mechanism, system and technology on the efficiency of human resources at colleges and universities in ShanXi and relevant suggestions are made, on the basis of statistical analysis of efficiency of human resource in terms of types.There are three chapters in this article. The first part is the introduction. The purpose, achievements, methods, significance and value of this study are illustrated in the first part. The second part, mainly under the positive method, makes a demonstrative statistics and analysis of the current condition of efficiency of using manpower among colleges and universities. The third part makes a discussion on how to promote the efficiency of human resources under the normative analysis method and in terms of mechanism, system and technology. The major conclusions and viewpoints are as follows:First, the scale of students and workers in ShanXi's colleges and universities was increasing from 1994 to 2003, but there are many differences among schools of different types. The main cause of this is the differences of institutions and the power of innovation in different colleges and universities.Second, the variation of scale of teachers and all workers in the colleges and universities has little regularity froml994 to 2003. This declares that there is little result of these schools in the reform in organizations. Therefore, higher learning institutions must achieve better efficiency by enhancing internal control and management.Third, compared with whole China's scale, ShanXi's efficiency of human resource is much lower, though it was rising these years. And there is also much developing space in the efficiency of human resource in ShanXi.Fourth, colleges and universities must output the regulative efforts of encouragement mechanism, circulating mechanism and competitive mechanism, make clear the property right, strengthen the management of authorize, set up the post equitable and perfect every system to bring into...
