As a universally adopted measure in colleges' teaching quality monitoring system of China, students' evaluations of teaching has been a controversial focus in higher education research filed. Theoretically, the purpose of students' evaluation is to collect information about teaching from students, to monitor teaching process, to strengthen communication between teachers and students as well as to help teachers be acquainted with advantages and problems in their teaching so as to promote teachers to improve teaching quality. However, the practice in China' higher education institutions shows that the management function of students' evaluation can be fully exerted while the function to help improve teaching and learning quality is limited. Therefore, many questions in the practice of students' evaluation need to be further exploited.This dissertation discriminates the fundamental issues of students' evaluation, on the basis of which it analyzes the common problems in China's college teaching practice. The research is carried out in Zhejiang Ocean University by using investigation and experimental analysis. It is to discuss the optimal appraisal system in which the transformation from the appraisal into the function is the priority and expansion of teachers' and students' participation is the channel. The research reveals that if appropriate guide and encouragement is given, most of the teachers and students are willing to support and participate in the appraisal activity. And it's operational if teachers, design the appraisal measurement about themselves the evaluation result is reliable. And the feedback from students' evaluation is beneficial for the communication between teachers and students and it's helpful to expand and improve the value of such kind of appraisal.Following the experimental results, this article puts forward some solutions and suggestions to optimize China's college students' evaluation system and discusses some significant problem in the implemental process.
