As the investment on the development of higher vocational education is limit,this can be an important way to combine production,learning and study to absorb material resources and intellectual resources. However,the university-industry cooperation education is essentially a matter of practice which focuses on establishing and carrying out the operation mode according to the professional training goal.But it encounters some differences in the following aspects:from the training program design to the implementation of the interface,from professional skills training to improving the practice of the teaching system,from partners to studying the implementation capacity of the enterprise,from the requirements of enterprise leaders to the qualities of the leaders and wishes of the community,from students professional skills training to the overall vocational quality training,from students training to the combination of production and research, teachers construction,the "double Type " culture,all of which needs careful research and design.Therefore,there is an urgent need to study the typical mode.NBCSZJ College learned from the experience of running schools at home and abroad,and tookasuccessful attempt to "2+1" personnel training mode.This study introduces their reform in the design,content, structure and evaluation system of the training program as well as the teachers construction,implementation of the vocational qualification and so on.It also offers a specific case and summarizes in the promotion of professional development and curriculum reform,improving the quality of teaching in higher vocational development mode,increasing the overall quality of students in the promotion of production and research, strengthening the building of the contingent of teachers,expanding influence in schools and so on,which have shown certain advantages and effectiveness.However,in the implementation of personnel training model in this new NBCSZJ College,some problems were found in coordination of interests,changes in demand,students management etc. whi(?)(?) affected the personnel training mode to play more effective.In the process of writing this paper,the author collected the relevant documents,information,and data through inspection, questionnaires,and interviews and combined qualitative and quantitative analysis method,summarized it through logical analysis method.It offers a number of specific proposals on "2+1" mode with a view to help the further deepening of "2+1" mode in that school. It can be also an example for higher vocational institutions to promote the university-industry cooperation education and help establish the special higher vocational education personnel training mode.
