The first twenty-year period in this century is the epoch of our society turn into all round constructing a moderate society. How to strengthen and develop education in rural areas so as to mobilize peasants'enthusiasm, initiative and creativity and to guide them to take on the main responsibility of constructing new socialist countryside to help them to create their beautiful home with their own hands, has become the modern government, academia and even society as a whole hot topic of common concern.Rural education is one of the most important tasks of education,as well as the foundation for building new rural areas;Rural education in the process of constructing a new socialist countryside and shoulder through science and education and improve the quality of the rural population as a whole culture. cultivate new farmers,the historic mission of building a harmonious rural areas. Rural education, especially compulsory education in rural areas and vocational education are the most fundamental means to improve the cultural quality of the peasants and labor skills. As the main ways to develop the human capital in rural areas and cultivate a new type of peasants, their size, quality and the degree of correlation of rural economic and social development play a vital role in the success or failure to the new social rural construction. Hunan is a big agricultural province,it is indisputable that it has large rural population,the farmers general cultural quality is not high enough,and education period is still in a low level. At present, Hunan rural education has not yet brought into full play in the construction of the new countryside, while there still exist some problems, such as value bias, lack of funds, uneven development, education in rural areas away from the actual content, inadequate support system and not meet requirements of constructing new rural areas for rural education. How to solve these problems then becomes an important subject in front of us.By studying good theory results of home and abroad, learning from the successful practical experience, the author based on analyzing the causes of these problems and gets profound understandings that:We must positively change the concept of rural education, On value tropism, we should firmly establish the notion of service for peasants, and take the services for socialist new rural construction as a ground target of rural education; we must deepen rural educational reform, afforce rural education, promote rural economic development and change the teleonomy of traditional agriculture, and take rural human resources development together with peasants'culture as the schwerpunkt of rural education; we must optimize the functions of rural education, Broaden the view visual of rural education, release maximum energy of rural education, and take the construction of learning paradigm countryside as the further pursuit of rural education; we must improve the rural educating system, on the basis of consolidating the work of compulsory education, we should strongly develop vovational education and adult education which are of high quality,great scale, possess Hunan feature and adapt the economic developmental requirement of different countryside, and establish a new rural educational system; we must strengthen responsibility of fair allocation of rural education resources, according to the typical of Chinese educational resources which are mainly allocated by the government, all class of government must offer manpower, material recources and financial guarantee for the sustainable development of rural education, especially produce key result of governmental plan on the financial investment for rural compulsory education, promotion of the harmonic plan dynamics for ordinary education and vocational education, and the enforcement of the rural troops construction, inject new vitality into rural educational development constantly so as to gradually convert huge rural population pressure into human resources advantages for Hunan rural area and provide a strong talent and expertise support for constructing new countryside, and then promote the comprehensive, coordinated and sustainable development of new socialist rural construction in Hunan.
