In a sense, the rural teaching stuffs affect the quality improvement of all Chineseand the implementation of quality education. With the implementation of the teachingreform and new curriculum standards, the demands for teachers become higher andhigher. The rural teaching stuffs gradually go into a state of predicament. So doteachers of rural middle school in western Hunan. With the background of problemsin rural seconary school in western Hunan, and the target on solving these problems,this thesis investigates the cause of problems in many respects, and make attempt tosolve these problems to promote the education quality of rural seconary school inwestern Hunan.Study on teachers in rural schools needs lots of field data. Due to the effectiveness andreliability of data, this thesis designed questionnaires from several dimentions, such as quality ofteachers, management of teachers, flow of teachers and vocational belief of teachers. This thesisalso takes two counties in western Hunan as the case, finding many problems in thestatus of the rural secondary school teachers through surveys, interviews, and datachecking. Through the case study, the main problems of teachers in rural schools inwestern Hunan are low teacher quality, irrational teacher’s age structure, differenteducational background, lack of teachers’ professional beliefs, lack of moderneducational technology ability, teaching trainings lagging behind, unreasonabledistribution of teaching stuffs, low payment, and lack of a good evaluationmechanism.This thesis finds that the urban-rural dual strcture is the main reason that hinderthe development of rural school teachers and cause the imbalance of educationresourses distribution. The education financial gurantee system of rural secondaryschool in western Hunan is weak, which can not meet the financial needs of education.The system of managing teachers is not reasonable and effective, which can not kindlethe working enthusiasm of teachers. The education department in western Hunan’support for rural teachers training is not enough. School leaders also do not payenough attention to teachers’ training. Teachers of rural middle schools in weaternHunan lack the location of self-role and their vocation. Based on the analysis of theproblems and causes, the last part proposed some targeted recommendationsaccording to the development of rural secondary school teachers: strengthen the rural teachers’ professional beliefs, establish the local talents keeping system, increase theeducation investment in rural areas, strengthen teachers’ training, improve the internalmanagement system of Education, and establish a scientific and democratic teachingevaluation and incentive systems.
