Analysis Is On The System Of Sports Collage Entrance Examination Test On System Of Economic Theory

From the 1970s and 1980s, the New Institutional Economics as a subject attracts people's attention. Unlike the old system of economics, To take The system as the most important factor to affect economic performance is the breakthrough of the New Institutional Economics ,whose purpose is to research in the context of evolving system, how people in the real world to make decisions and how these decisions to change the world. Concerned about the historical process of China's economic reform process, we can easily understand the importance of the system innovation and the system change .It is precisely because learning from the ideological foundation of Western Economics, the market economy keeps going. And, against this background, more and more economists and practitioners pay attention to the New Institutional Economics.The article bellow being used the method of new institutional economics, from reducing transaction costs, suppresses opportunism behaviors, taking the free buses and the problems that from the outside of the systems, the author discusses and analyzes the problem of the PE tests reformation of the College Entrance Examination, and ensures that as for the College Entrance Examination, the aim of changing system is to strengthen the rationality of the examination, and to choose the PE experts who are more fit for the job.Transformation of system should be established on thinking of cost and income, and should magnify positive externalities and internalize the negative externalities as far as possible. The sports test system should be able to realize "Pareto Optimality" and avoid opportunism behavior. The aim of system Gambling should make convenience for the economical subjects, and reduce the costs of system. As a basic examination system, sports test of university entrance examination is the key node between elementary education and high professional education. The implementation and transformation of sports test will deeply influence the behavior of students, schools and society.The paper is formed through consulting the literature materials, reorganizing and analyzing the basic theory that related, handing out and recycling of the questionnaire survey, visiting the experts, analyzing to the data statistics and discussing the problems.Take the reformation of PE tests in ShanXi, the author surveyed the examinees and experts of sports test of 2007 University Entrance Examination in Shanxi, Based on their attitudes and views, we used two kinds of questionnaire to do the survey. At the same time, for the differences that exists in the PE test, the author surveyed the examinees of sports test of 2007 University Entrance Examination in Shanxi and some university students in Shanxi,Beijing and Xi'an,and visited experts and teachers who attended the 2007 National School Sports Convention. According to the analyses and statistics, we have got these conclusion: 1) the cancellation of special sports test causes the sports activities of middle school mainly focuses on the sports included in the sports test of university entrance examination, which influences the development of other sports activities.2)most examinees of sports classification only considered such test as shortcut of entering university 3)the characteristic of the examination is not so explicit making the students who are not qualified for the professional skills, enlarge the cost of college entrance examination.4)the contents examination reflects physical quality of students, the professional quality is deficient, which causes the selected students by the sports test of university entrance examination can not meet the requirements of specialized sports education. 5)the cost of cultivation of specialized sports student is increasing, who's selected by the current sports test system 6)there is disparity between the students that trained by the university and the needs to the professional people.After the above analysis, we think that the special test is an important component of the sports test of college entrance examination and a special sports testing system is superior to other examination system. At present the problem that exist in the special test only because of unreasonable score means caused by the complex and complicated project categories and incomplete objective evaluation of the test results. Simple elimination of special testing will not be able to better achieve fair competition, but the need to choose the special test project and the need to more extensive and meticulous research on its evaluation criteria to make it more objective scientific and fairness.
