Since the 1960's to 80's, the professionalization compaign of teachers all over the world became the led campaign of raising the quality of teachers. The rise and development of"Competency Movement"provide a new perspective for performance evaluation of teachers. In our country, with the reform of personnel system and updating of management concept, the value of human resources management based on the competency had been aware of the people, and Competency Model has become the focus in the field of human resources management. Colleges and universities, as an important social organization, play an important role in talents training, knowledge innovation and social services. Teacher resources as the primary resources in colleges and universities, is an important factor for the development of colleges and universities. Teachers'qualities have an important effect on the survival and development of the colleges and universities. Therefore, it has a very important theoretical and practical significance, which bring the conception of human resource management based on competency into colleges and universities.Firstly, through the analysis of the origin and present condition of the research of evaluation of teachers of colleges and universities, this study introducted the concept of competence, and reviewed the theoretical and empirical studies on Competency Model. Then, by use of BEI, this study explored the competency of teachers of colleges and universities, and established"the questionnaire of teacher competence", to build a model of competency of teachers of colleges and universities. Based on the different situations of samples, this study did a comparative analysis of the competence of teachers colleges and universities. Finally, the author raised a guidance to build index system of teacher of colleges and universities. The main conclusions of this study are as follows:1. The competency model of teachers of colleges and universities has six factors:"study characteristic","service features","teaching technical characteristic","cognitive characteristic","students leading characteristic"and"personality characteristic". 2. There has a significant difference in the evaluation of"cognitive characteristic"of the character of the teachers between boys and girls.3. There has a significant difference in the evaluation of"study characteristic","service features"and"personality characteristic"of the character of the teachers between the different subjects'students.4. There has a significant difference in the evaluation of"cognitive characteristic"and"students leading characteristic"of the character of the teachers between the different grades'students.5. There has a significant difference in the evaluations of"service features"of the character of the teachers between the rural and urban students.
