According to the new Service Government Concept, the Administrative Service Center improves the effectives of affairs , optimizes the process of examining and approving and simplifies the procedure of affair-handling, making an important contribution to the optimization of economic environment around the sea area. But, as Training and Examination Center of an institution, it is impacted by traditional planned economy deeply, original personnel motivation mechanism gradually lost its powerful incentive increasingly and exposed its drawbacks. How to motivate effectively the staff ,to make the staff improve the sense of responsibility, to increase enterprising spirit, to enhance the cohesion and devote into service more actively. ,which is to study carefully and solve appropriative for an institution . In the light of administrative thought of behavior and system, this article analyzes the motivation system by combining the basic motivation theories with the practice in Training and Examination Center of K Area, finding out the existing problems, such as salary management system imperfect, lack of performance assessment system, Ignoring the training incentives to promote the role of the impact of the career development, non-satisfaction with the demand of equity and recognition, deficiency of spirit and material motivation, etc. At the same time, a questionnaire on employees satisfaction with job is designed and the data are analyzed by comparing survey data. At the end it brings forward some pertinent and operable motivation tactics, such as, the development of competitive pay and benefits system, perfecting performance and management assessment, staff training and career planning and non-material motivation system and so on. Additionally, the proposed training center and the implementation of the principle of incentive safeguards.Hope to guide practice to deal with the related problems on employee motivation in Training and Examination Center, and offer reference for other similar organizations.
