The optimization of teaching human resources in colleges and universities is one of the important projects during the modernization process of China's higher education. In these years, with the increasingly perfection of our country's market economy, with the rapid development of higher education project, and with the buildup of subjective consciousness among college teachers, academic professional transferring and the academic workforce market led by it have become a topic among people with growing concern.As transferring is the inherence of academic profession, the reasonable running of it is beneficial for not only the college teachers, but also their colleges and countries. The process of transferring is mainly affected by exterior and internal factors, and in some degree shows its characters of unilateralization, distinction, initiative, and the swarming effect. If the whole national educational system is chosen as the researching object, the academic professional transferring in our country can be generally divided into the one inside of the educational system, and the one through different systems, and therefore, different types of academic workforce markets are formed. Meanwhile, the academic workforce market also gives effects to the academic professional transferring through the inner marketing system. As the measure of collocating academic workforce, the academic workforce market is operated and kept together by the elements such as the market as a subject, the prize of the workforce, the existing form of the market, the environment of the market and the social security system, which shows the characters that there are demands of each other between the organization and the academic workforce; the workforce's prize is restricted by the market instead of just by the government, and also by the monopolizing and controlling ability of profound knowledge; the competition, the distinction, and the comparatively complexity of the process controlling.In recent years, the academic workforce market has had a good development in our country, and the academic professional transferring has presented with a thriving atmosphere. However, by meanwhile we have to know that in the process of expediting and affecting each other between the academic professional transferring and the academic workforce market, there are many unreasonable phenomena:"reproduce by the close relatives",honesty problems, and the insidious losing, etc, which can still be found prevalent in the process of academic professional transferring; and in some degree, the development of the academic workforce market is held back as the government interferes too much, it is difficult for the exertion of the marketing system, and the lag of some related innovations. Therefore, it is necessary to start with those factors as government, market, colleges, and the teachers, and by the time of forming the reasonable transferring system in academic profession, to build an academic workforce market with competition, and to perfect the classified managing system of the academic workforce market.
