Rural education bears on the construction of new countryside and a well-off society. The key point is about rural teachers, basically the cultivation of rural talents, and focuses on professional development of rural teachers.The professional development of teachers has been the focus since 1980's. However, the study on rural elementary teacher is rarely carried out. Through questionnaire surveys, individual talks, telephone interviews, with investigations to five elementary schools, four teaching centers, and Xiangshui experimental school, and in combination of the new curriculum reform, the features of rural teachers, the author analyzes the factors holding back professional development of rural elementary teacher, and proposes some countermeasures and suggestions.The article is mainly on origination, value of the study and the proposed project; define the concept of factors holding back professional development of teachers, and describe, analyze the importance, current situation, and countermeasures; demonstrate the key factors in connected with exterior environment, education administrative sections, school management and teachers; propose suggestions concerned with exterior environment, education administrative sections, school management.
