The Research On The Problem And Strategy Of Technological Achievement Conversion In Hunan Provincial Universities

Nowadays the development of science and technology is proceeding rapidly day and night. The fast development of high-newly style technology and industry, in which the representative technology is information and biology technology, deeply influences the structure of the whole world, and impulses the development of global economy. Universities, which act as the source of technology innovation, and the founder of newly technology, should exert the advantage on the talent, technology, information, accelerate the technological achievement conversion, to improve the core knowledge, and propel the development from traditional industry to modern industry, to make more contribution on the economy construction and society development. However, from the realistic angle of view, the rate of the technological achievement conversion is low, the speed is small, and so the potentiality can not be exerted absolutely. Therefore, the problem on how to convert technological achievement is widely concerned by the theory and fact fields.This paper, which is based on the investigation and analysis, firstly starts off from the actuality of technological achievement conversion in Hunan provincial universities, The transforming characteristics of universities' scientific and technological results in Hunan province was analysed. On the goal of transformation, it focused on the combination of promoting the scientific and technological advantages and developing the industrial advantages; On the method of transformation, it focused on the combination of technological transfering and technological services; On the result of transformation, it focused on the combination of economic benefits and social benefits.then studies to find out a series of problems which exist in the conversion process, such as the shortage of fund devotion, the difficulty of amalgamation between technological achievement and market requirement, the taxation of combination produce-learn-research; Secondly it makes further discussion on the reasons of the difficulty of technological achievement conversion in Hunan provincial universities, from these aspects: the system of scientific study in universities, the mechanism of benefit distribution fund infusion, the circulation of information, the education of science and technology staff, the cultivation of technological market, the development of agency service organization, and the construction of law and regulation; Thirdly it puts forward some suggestions the goal mechanism, motivate mechanism, restriction mechanism and stimulation mechanism on the technological achievement conversion from the angle of the system theory. On this base, it analyses some successful experience on the conversion overseas, taking U.S.A for example, Eventually, the paper puts forward some proposal and suggestion on how to promote the conversion of technological achievement, for example, to perfect the mechanism risk investment, innovate the circulation mechanism on the conversion, and to intensify the construction of scientific technology mechanism in universities. To sum up the paper makes a systematic research on the conversion of technological achievement. Aiming to not only benefits the development of the conversion of technological achievement, but also play a guiding role in the development of economy of the whole province, even if the whole nation.
