English-education must perform duties on more significances of teaching and education. In this paper, we focus on the teaching methods of Three Q and cultivation of innovation ability effect on students, for their adaptive to society in competitive circumstance, and responsible for improving the student's personality. By the applications of relative publications, theoretical analysis, and logics, we investigate that how a teacher carries out the three- dimensional goals and performs more better in new English class for teaching and educating student's ability. Moreover, that the teacher paying attention to the teaching process and methods, educating the student sensibility, attitude and correctly personal value are also discussed. We analysed the importance and significances of the Three Q(IQ intelligence quotient, EQ emotional quotient, and MQ moral quotient)—Omnipotent and Intellective Education and its basic connotations, aims and so on. we summerized the basic tactics of Three Q teaching including (1) setting a new idea and thinking of English education, (2) establishment of the English teaching motif of practical and active centre. (3) request which the teachers and students interacts, to-participation together,(4)advocating multi-teaching models,(5) English teaching materials modernization and pressing close to life, (6) building a easy, active, independent English-studying atmosphere,(7) English teaching methods and teaching evaluation systems modernization, and be propitious to development of student omnipotent ability.
