The Context Of Service-oriented Government School Education Services

In the process of the historical development of public administration,government management has experienced three stages,that is govern-oriented,manage-oriented and service-oriented government.Different government make different effect on education.In the context of a service-oriented government,education is the one of public service.Education displayed more clearly the nature of service.Therefore,education has the features of public service,ethics,accountability and nomocracy.In the times of service-oriented government,the schools become the exponent of the government' s public power,a sovereign and non-profit organization.The education service provided by schoos is to run and manage the education aiming to pursue the maximization of the interests of public education.Besides,the schools' education service also achieve the goal to serve the whole society and the country. School education is divided into three parts,which are the material level,the system level and the mental level.They displayed different characteristics.Schools provide services through the schools' institution and schools' management.They shifted from the old model according to the new features to schools' service.The goals of schools' education work as a guide of schools' service and the way of service.In order to make the schools' education service into reality,first of all,we should build the external environment of educational services.That is,the government should make its own role and position changes in the field of public education,and provide better service for the school through it' s institutional reform.Secondly,it' s necessary to build a system of school education services,school try to gain the ability of independent development in the foundation of its Autonomy.A series of reforms should be carried on,such as school personnel,systems,institutions,aiming to provide the appropriate and effective services for the people in the schools as well as the whole society.
