Organizing a team of qualified teachers to assure the educational quality has become the focus of various countries in 21st century.Through the way how teacher detects/analysis/solves issues collaboratively,teacher collaborative learning has combined the guarantee of educational quality and the promotion of teacher development.But during the process of teacher collaborative learning in our country,teacher training has ignored the individual difference.It could not meet the demands of teachers.And the teachers themselves have been lack of the consciousness of ego-professional development and ability of development.These problems have made the teacher collaborative learning effected.So a suitable teacher collaborative leaming mechanism is needed to fit the level and satisfy the demands of teacher development,to promote teachers initiative development. Through exploring and analyzing European teacher collaborative learning network,this paper tried to partly settle the problems we met in the process of teacher collaborative learning.In the context of teacher initiative development in respecting for teachers' individuality and emphasizing the active role of teachers themselves,European teacher collaborative learning network engendered.It assures the educational quality and supports teacher development aimed at the real instances and demands of different teacher groups through virtual training and actual training.From the point of view of the use of reference,this paper has explored the produce and development, construction and practice of European teacher collaborative learning network.It has adopted the way of literatural analyse.This paper has five parts.The first one expounded the engender of European teacher collaborative learning network.The second part expounded the theory construction of European teacher collaborative learning network. It circumfused the aims,contents,principles and means of the network.The third part researched the practice of European teacher collaborative learning network.It made a systems analysis on the conditions,processes and results to implement the network.On the base of the exploring and analysis above,the forth part summed up and induced the features and problems of the network. On the base of the exploring and analysis on European teacher collaborative learning network, and according to the realization and problems,the fifth part provided some pieces of advices to the implementing of teacher collaborative learning in our country,firstly,we should set humanized teacher collaborative learning conception.Secondly,we should explore an effective mechanism for teacher collaborative learning.Thirdly,we should enhance the internal force of teacher development. Fourthly,we should integrate the virtual training and actual training.
