With a new round of curriculum reform of basic education going deep and the implementation of three-level curriculum management system, school-based curriculum development has become the hot issue of educational academic world, which is of significance to promote elementary education in our country. The development of school-based curriculum is in accordance with the actual state of school and the needs of students, it can promote effectively all-round development of students, reflect the idea of running schools more abundantly and provide more opportunities for teachers' professional growth and development.At present, primary and secondary schools in our country have being taken widespreadly in school-based curriculum development. But influenced by traditional philosophy of education, old notion of curriculum as well as many other factors, a number of problems are encountered in the process. Only by analyzing the problems encountered in the process, find out relevant solutions, can the school-based curriculum development in primary and secondary schools be implemented smoothly.In this paper, taking primary and secondary schools in Hebei Province as investigation objects, the questionnaire, documents and the way of visiting are used for analyzing the achievements and problems of current school-based curriculum in primary and secondary schools in our country, and anatomy the causes, then seek the solutions for the problems in order to provide anatomy for the current school-based curriculum development.Five parts consist of this thesis:The first part is the preface. Introduce a question asked, summary of related research, the significance, ideas and methods used as well as innovation of this research.The second part is an overview of school-based curriculum development. On the basis of analysis and synthesis of other research results, related concepts of school-based curriculum development are defined, main value is manifested, the main influential factors and factors functioning in the process is analyzed.The third part is about the investigation of present state of primary and secondary school-based curriculum development and relative analysis of the results. Primary and secondary schools in Hebei Province are investigated through questionnaires and interviews and the achievements, problems and causes of school-based curriculum development are analyzed, also a comparative analysis of school-based curriculum present in primary and secondary schools in the city, county and rural area is made from the perspective of the main factors and course factors. At present, the achievements of primary and secondary school-based curriculum development are as follows: 1. Most of the teachers have correct understanding of the meaning, the value and the goal of school-based curriculum development. 2. Teachers hold positive attitude for school-based curriculum development and are able to actively cooperate in the process.The forth part is strategies for promotion of primary and secondary school-based curriculum development which are put forward through the survey from the perspective of main and course factors: 1. problems and solutions related with the main factors: (1) schoolmaster should establish the correct concept of curriculum to strengthen school-based curriculum management; (2) Keep on strengthening school-based teacher training to enhance the curriculum awareness and develop the capability of Curriculum Development of teachers; (3) Strengthen exchanges and cooperation in many ways. 2. Problems related with the process: (1) Explore and utilize the curriculum resources fully; (2) Set up scientific and reasonable evaluation system for school-based curriculum. 3. Strategies for narrowing the gap in school-based curriculum development in primary and secondary schools of rural area, county and city: (1) Enhance teachers' team construction of rural primary and secondary school; (2) Increase financial support for rural primary and secondary schools.The last part is conclusion.
