In June2001《thedecision of the State Council on the basis of educational reform anddevelopment》and 《the Basic Education Curriculum Reform Program(Trial)》made clear that the implementation of national, local, school thethree course management. In order to safeguard and promote the curriculumrequirements of the different regions, schools, students, schools in theimplementation of national programs and local programs at the same time,should be considered the specific circumstances of the local social andeconomic development, to integrate the school traditions and strengths,interests and needs of students,development or selection for the schoolcurriculum. In this way, school-based curriculum in our country came intobeing. School-based curriculum has formally entered the normal life of theprimary and secondary schools. The purpose of the school-based curriculumdevelopment “for all students, all students’ developmentâ€ï¼Œaimed at trainingfor the complete community. But in recent years, school-based curriculumin many schools go very rough, of which there are a variety of problems tosolveIn the search of school-based curriculum development, the experts usedto focus to invest in urban schools, and often as a research reference to thestatus and value orientation of the city schools. The experience summed upwill inevitably be out of touch with the actual rural schools. In view of this,this study is based on a region of Inner Mongolia, central and western ruralprimary school based curriculum development status and the implementation of the plight of the underlying causes, hoping to explorecurriculum development strategy for Inner Mongolia, central and westernrural school.Rural primary schools of this course is to develop as theresearch object to the Bayannur Linhe rural primary school survey,documentary research, questionnaires, interviews, case study method, avariety of research methods, the region’s school-based the status ofcurriculum development was investigated. Found that the region has amis-understanding in small village school-based curriculum development;weak courses awareness;rural teachers lack of the necessary energy andability;school-based curriculum development is difficult to ensure thescientific and other issues. I try to put forward some suggestments asfollows:based on the small village school-based curriculum developmentfor the region.Rural teachers should strengthen the learning of theoreticalknowledge and skills of school-based curriculum development; Schoolshould set up a school-based curriculum development team and create theappropriate system of supervision to ensure an order and effective course;School should dig the curriculum resources according to the actualsituation;Establish the evaluation system to adapt to the school-basedcurriculum and so on.The innovation of this paper is to examine on the basis of the results ofthe scholars at home and abroad, combined with the actual situation of thepoor teaching conditions in rural primary schools, and its development ofreference of the desired school-based curriculum design.
