Content: As the new curriculum reform of elementary education in primary and middle school has been deepened continuously, school-based curriculum development becomes an important point of developing the new curriculum reform. All kinds of problems emerged and attracted attention during the process of school-based curriculum development from theory to practice. In order to develop the new curriculum reform and to achieve the three-level curriculum governing policy, it is very necessary and worthy of studying the problems deeply and systematically.The thesis is based on synthesizing internal and external research achievement, investigates the present situation of school-based curriculum practically, by using the research methods of investigation and interview. By analyzing the research results, the thesis has found some problems, for example, the knowledge of school-based curriculum is indistinct, the proportion of curriculum resource utilization is low and the ability of curriculum developers is limited, and so on. According to the reasons of the problems, it puts forward corresponding solutions. Hoping it can provide effective suggestions and solutions for school-based curriculum development, ensure that school-based curriculum development will be done successfully.
