Study Of The Financial Independence Of Our Country's Universities

With the higher education's role in the social development being become increasingly more and more important, higher education has been paid more attention too, how to develop universities well,which becomes a major problem every government faces.There is no doubt that school running power of universities is indispensable to the universities'development. There are still big concerns about the problem of the missing of autonomy for universities in China, it is the most important problem to carry out the autonomy for universities and to give independent legal status to universities in the current higher education's reform, many scholars also focus on solving these problems.To solve this problem, firstly, we should deal with the relationship between "wealth" and "rights" between universities and governments. The theory of resource dependence suggests that organizations always are influenced easily by the other organizations can control the resources they needed, which provides a theoretical basis for us. Governments want to carry out the autonomy of universities, they ought to give the financial authority to the universities in the first place, in other words, that is the authority of financial autonomy; if the universities want to fulfill the wish of school running power,it is particularly important to enhance the independence of financial. There is much relationship between school running power of universities and the universities'financial independence, in essence, the two are mutually reinforcing and mutually dependent relations, the independence of universities'financial helps achieving the school running power of universities better. And the autonomy of universities can enhance the right of financial independence of university furtherBased on this, this thesis is try to clarify the relationship between the "wealth" and the "rights" between the government and the universities. It starts from the universities' finance to discuss the problems of the autonomy of universities and the higher education's development. It also provides some specific measures and suggestions to enhance the universities'financial independence.
