Higher education plays a vital role in a country's development,and it's significant for the whole nation to enhance its quality.In order to enhance the quality of higher academy,to boost the development of higher academy,it's crucial to build a high-quality and optimized structure of the teaching staff.Therefore,currently the important strategic mission is to attach an importance to teaching staff's constructing, promote scale,structure,quality and benefit of higher education to harmoniously develop,and also through developing science and education to develop the economy and culture in Hunan province.Through survey and analysis,up to 2007,the scales of higher education in Hunan province develop rapidly,and colleges and universities reached 99.There are 27 undergraduate colleges,72 vocational colleges,890,541 students,and 82,939 faculty members.And 54751 were full-time teachers.Proportion between teachers and students is 1:16.51,which is less than a number of teachers,and there is a long distance to development goals.Full-time teachers' title structure,the structure of education,age structure,the structure of geo-science, academic structure,distribution structure and quality structure are more optimized than before,but there are still more or less problems,which is incompatible with the development of higher education in Hunan province.The reason why these problems exist is historical reasons,as well as inevitable factors in the environment of social development,at the same time,relevant with management of teachers in Hunan province including higher colleges and universities.Specifically,we can get the following reasons through analysis:human resources of higher colleges and universities are competitive,but the overall human resources are short.The idea of management of teachers is unenlightened,and the system is incomplete.There is low input on investment for constructing teachers,and there is lack of safeguard measures.Teachers' income levels are uneven,and enthusiasm of most of them is not high.According to current problems and reasons in teachers of higher colleges and universities in Hunan province,the author advises: reinforcing required teachers through broadening the channels of teacher resources.Adjusting the structure of teachers and strengthening the constructing of echelon of subject.Increasing investment and strengthening continued education and establishing an effective mechanism for teachers.Adhering to people-oriented,to promote the development of higher education in Hunan province.
