Research On The Sports Information Resources Allocation In China

Informatization is a trend of the world development, and it is a significant force to advance the economic and social reforms. Information resources are important strategic resources of a country and society in the era of knowledge economy. The level of ownership, development and utilization of information resources greatly signifies a country's comprehensive national strength and international competitiveness. Therefore, most countries in the world attach great importance to the construction of information resources. Being one of the major information resource, sports information resources has been very widely used in sports. Compared to the needs of sports information users in China, however, the sports information resources are still scarce. Besides, the allocation of sports information resources lacks rationality. As a result, increasing attention is paid to the characteristics of sports information resources and optimization of the allocation. The research on the allocation of sports information resources has become one of the significant studies of information resources management. It is of great theoretical importance to deepen the content of information resources and enrich the theoretical system of information resources allocation. It is also practically significant to improve the efficiency of sports information resources and speed up the sports information construction.By making a thorough analyse of the characteristics of sports information resources, the dissertation analyzes the factors which influence the allocation of sports information resources, makes a study of the modes, systems and strategies of sports information allocation, and explores the definition of the allocation benefits and the strategic objectives as well. This dissertation goes a greater length to reveal the theories and methods of sports information resources allocation from different aspects so as to perfect the theoretical systems and content of information resources allocation. This dissertation draws main conclusions as the following:To begin with, sports information resources are characterized by timeliness, non-equilibrium, public, openness, flexibility, value-addedness, regionality and selectivity. Thus, new requirements for the allocation optimization of sports information resources are needed to put forward because of these features.Secondly, there are four main factors having an effect on the allocation of sports information resources:the main part of sports information resources, the sports information users, sports information transmission system and the macro environment of sports information resources.Thirdly, the sports information resources are aimed at improving the welfare level of information,and the improvement depends on an efficent, fair and balanced resouces configuration.Forthly, as the majority of sports information resources focus on serving the public, our current sports information resources should use "the co-ordinated, interactive and government-led allocation mode."Fifthly, the way of constructing the allocation system of sports information resource should be consistent with "the co-ordinated, interactive and government-led allocation mode" of the sports information resources. Therefore, building the allocation system of sports information resources should adopt " the government-led purely public-type configuration mode" and "the market-led and public welfare-based allocation mode".Sixthly, only with the help of these six effective function mechanisms can the sports information resource allocation system make rational combination and effective use of the different elements of sports information resources.Seventhly, optimizing strategies for the sports information resources allocation shoud be thought by four factors:the main body of the sports information resources allocation, sports information users, sports information transmission system, the macroeconomic environment of sports information resources allocation.Eighthly, the beneficial results of sports information resources allocation include both economic returns and social effects.Last but not least, there are two objectives for the sports information resources allocation in China:we should lay stress on key points, and be aware that there are things must be done and things must not be done, and the other is aimed at developing mass sports and competitive sports in a concerted way.
