A Study On The Acdemic Senate Of Amirecan Research Universities

Nowadays, the change of the science and technology is fast, the integration of education, sci-tech and economic is strengthening, and the competition between countries becomes even more fierce. As a result, the position of the university is becoming significant. Along with the deepening of open-up and the development of social economy, China has put forward the strategy of become a talent powerful nation and plan to achieve the goal of an Innovation-oriented Country in 2020. Therefore, how to speed up the building of world-class university and to perfect the university management structure and then to intensify the academic management become crucial to the development of research university.The healthy development of American research universities are closely related to its external political, economic and cultural environment and relatively sound management structure is the internal factor. The Board of Regent is a core in the university governance and the academic senate functioning as the main body of academic management is of great significance to top-class teaching and science research.The paper first traced the history of American research university academic senate from its germination, early maturity to development period and prosperity, explored the influence of academic freedom, university autonomy and professor-ruled universities on the development of university academic senate, and then analyzed the value and significance of the academic senate system. Second, selected several typical American research universities, especially the California Berkeley University and the Stanford University to further study the rules and regulations, responsibility and authority, personnel composition and organization structure of the academic senate finding that in American research universities academic senate has well defined responsibilities authority, reasonable personnel organization and clear positioning with different members of the University participating in academic affairs decision-making and shared management. Finally, on the basis of the former study, the paper put forward some enlightenments of the American research university academic senate for Chinese university academic management. Simultaneously the paper explored the relationship between academic power and administrative power of the university. And the author pointed out the limitation of the university academic senate.
