The quality assessment in higher education is increasingly being valued from the elite to mass education changes. Western countries'quality assessment model in higher education such as England, France and America is relatively perfect and has his own characteristics. Learning from foreign advanced experience is useful and valued in building the quality evaluation model in higher education with Chinese characteristics.The paper consists of five parts:The first section introduces the theory of the quality assessment model in higher education. In this part we also introduce the definition of model, assessment model and the quality assessment model in higher education. And use this as the guiding ideology of the paper.The second section analysis our country's state-controlled quality assessment model in higher education from assessment subject, assessment content and assessment program.The third section condenses the quality assessment model in higher education in England, France and America, and analysis the characteristics in these three countries. We hope that it have great usefulness and reference values to construct our country's higher education quality assessment model.The forth section illustrate how to build the socialized quality assessment model in higher education with Chinese characteristics, which from the government, society and university three aspects.The fifth section is the summary and thinking of this paper.
