The Development Research On Performing The New "Programme" In Jilin

"The National University Teaching Guidance Outline of Physical Education"(the Outline) was promulgated by the National Ministry of Education in 2002. After the implementation, ample rational knowledge and great achievement were gained in the Chinese academic circles. However, extra attempt should be made, because major parts of the researches were concentrated on the logic thinking on the Outline and few efforts have been put into the executive condition and the problems of applying the Outline into teaching practice. The research on the implementing situation of the Outline has important significance in enriching the teaching theories of physical education and guiding the teaching in practice.Considering the implementing situation and the achievement of applying the new Outline in Jilin Province, this thesis employs many research methods, such as literature, questionnaire, investigation, expert interview, logical analysis and statistical analysis to carry on the research. Conclusions have been drawn as follows:Firstly, the majority of universities which have a correct understanding of the new Outline revise their own syllabus suitably according to the new Outline spirit. Good results have been achieved through reforming on the basis of underling the course's nature fully, but individual universities has insufficient understanding on the Outline, with the result of the failure in mastering the nature of the reform.Secondly, the setting and implementation of basic target are ideal, but deficient in the development goal concerning the curriculum goal, and many universities neglect consolidating and improving students'physical education study. A few universities haven't taken the study scores of compulsory physical education courses as the necessary condition for graduation and haven't offered optional physical education courses for the seniors because of the deficiency of carrying out the spirit of the new Outline in terms of the setting and structure of course.Thirdly, based on the guiding spirit of the new Outline, many universities strengthen the course construction and curriculum-resources exploitation. While there are still many problems which have become the restraining factors of physical education teaching, such as the rejuvenation and high educational background but low title of teachers, deficiency of equipment and venues. A minority of universities haven't adopted the coursebooks which are examined and approved by the Instructive Committee of National Institutes of Physical Education. Great effort has been made to exploiting the curriculum-resources and more emergent or traditional sports have been added and developed well.Fourthly, new evaluation models which have been carried out by some higher education scholars have made prominent achievements, but they haven't been popularized fully. Only a few factors in the case of learning attitude, students'progress range, physical theory knowledge, affection and team sprit have been brought into the evaluation of students. The evaluation system in most universities, however, is far way from the demand of the new Outline.
