With the development of information technology which begins at 20centries,people have come to the information society. Information is a kind of technology and also a kind of culture. It gave birth to many new spiritual and ethical values, and recasted so much modern sense of consciousness. Such as freedom and shareing,information and knowledge,mutual help and dedication,independence and equality,open and compatible. It also promoted the formation of a number of new human relations and moral relations, and expansed the social ethics and cultural space. However, network world is a virtual world, which is much different from the real world. Information technology have brought civilization to the people, at the same time provide a breeding group of cybercrime and lacking of ethical or moral behavior. For example, financial fraud through the internet,extortion,spreading of virus,defamation and rumors,irruption of intellectual property rights,even personal privacy and etc.Information and moral education is one of the ways for satisfying the needs of information society, which is so important. Japan's information education begins more earier than the other countries. On dealing with the potential dangers of information, not only do they develop appropriate laws and regulations, but also strengthen the students'information and moral education. What they have done are paying attention to the students'network rules and netiquette,privacy policy,preventing computer crimes and so on. In the information society, how to select and judge good information phenomenon and information behavior becomes a basic quality for modern people. It is said that to put the new ethical standards in each yound people's heart, which can let all kinds of information and moral issues"Nipped in the bud".The whole paper includes six parts: the introduction elaborate on the negative impact of the internet while it also accelerate the exchange of information,promote knowledge innovation and economic and social development. Then analysis the phenomenon of youngsters'information and moral anomie in developed and developing countries. After that gives a brief introduction about information and moral education implement policies in primary and secondary schools, which reveals the theoretical and practical significance of the paper. It also based on research at home and abroad, and gives us the research methods. The first part states some basis concept of the paper, the relationship between traditional moral education and information moral education. The second part analysis on the development of information and moral education in primary and secondary schools in Japan. The third part analysis on the target,content,implementation of information and moral education in primary and secondary schools in Japan, which is bedding for the fifth part. The fourth part gives some examples of model schools on implementing information and moral education in Japan.( Hyogo Prefecture Amagasaki municipal elementary school, Hashima junior high school, and Hashima high school),which provides the foundations for the next part. The fifth part bases on the information society,the location of school education,target,content,implementation, gives a summary on the features of information and moral education in Japan's primary and secondary schools. The last part is a complementary for information and moral education in Japan's study guide essentials in primary and secondary schools which has just revised in 2008.
