Information technology has rapidly developed and also been widely used in contemporary society. It brings much convenience to teenagers education as well as causes unprecedented and diversity ethical problems which is called the information ethics or information moral problems, some of which are namely computer crime, privacy violation and information pollution etc. Information statutes respond to them first of all, but solving the problems thoroughly only by law is not easy. Moreover, gong to law is passive and remedy. Information ethics education is a counterpart to information ethical problems from another point of view, and it is active and preventive measures. Japan and America are two countries which developed information education early. While focusing on information technology in education, they pay great attention to information ethics education that has enhanced students to obey network rules and netiquette, protect privacy , prevent computer crime and other education, that is to say to make each problem of information society "provide against possible trouble" through internalizing the new moral standards within heart of each child.For the above-mentioned considerations, this thesis amplifies information ethics education of schools in Japan and America and differentiates between them, trying to find similarities and differences that will provide useful references for establishment of theory and practice of information ethics education of schools in our country.This thesis is divided into five parts combing and giving comparative analysis on information ethics education of schools in Japan and America.Part one analyzes the insufficiencies of present status of teenagers' information ethics worldwide, exploring the research condition of information ethics education of schools, discovering that it is important to develop information ethics education of schools in our country, and revealing theory significance and actuality value because the existingstudies are quite lack.Part two is about information ethics and moral problems for American teenagers, and giving analysis and discussion on objectives, content and implementing methods of information ethics of schools in America one by one, which has paved the way for further comparative study of part four.Part three is about information ethics and moral problems for Japanese teenagers, and giving analysis and discussion on objectives, content and implementing methods of information ethics of schools in Japan one by one, which has paved the way for further comparative study of part four.Part four gives comparative study on similarities and differences about all elements composed of information ethics education of schools between two countries.Part five uses the experiences and lessons of two countries for references, which can made some theory suggestions and concrete practices for developing information ethics education of schools in our country.
