This Paper is based on information ethical issues that reflected on citizens and students in our country. It proposed the urgency of strengthening the information ethics education of primary and secondary schools in China and the necessary of comparing the information ethics education of primary and secondary schools between China and the United States. The study is unfolding from three perspectives that is the objectives, content and implementing methods. Find the problems in information ethics education of primary and secondary schools in China by the comparison of these three aspects between China and the United States and the empirical research of information ethics education of primary and secondary schools in China. Draw on the advantages of information ethics education in the United States in the attitude of learning, in order to clear the direction and the development strategy of the information ethics education in China.Chapter one discusses the posing of the problem, defines the core vocabulary of information ethics, information ethics education and so on. After reviewing the present conditions of information ethics education objectives, contents and implementing methods in China and foreign countries, this chapter put forward the way of thinking of the text research, the research method and the significance. Chapter two compares the objectives according to the "SMART’ principle and "Bloom’s Taxonomy of Educational Objectives"Chapter three compares the content, raises the difference of the content of information ethics education in two countries and analyzes the reasons of the differences.Chapter four compares the implementing methods of two countries in two angles that is the vector and teaching methods. Put forward which vectors and teaching methods are more suitable to the information ethics education of primary and secondary schools in China.After the analysis from chapter two to chapter four, chapter five proposed several ponders about information ethics education of primary and secondary schools in China:First, The objectives of information ethics education of primary and secondary schools in China needs to meet the "SMART" principle. Second, the content needs both ethics of "filial piety, courtesy, kindness" and "ethical equality, freedom, democracy". Third, the implementing methods need equal attention and relevance of a variety of carriers and the selection and application of teaching methods.
