The Transition to Teaching Program (referred to as TTT) is a subproject of "No Child Left Behind" Act in the U.S.A. Its aim is to deliver high-quality teachers for high-demand areas or high-demand schools. The program is to engage in direct recruitment, retraining and placing them in high-demand areas or high-demand schools with the help of federal funding for their poverty-stricken areas. This study will bring some illuminations and suggestions to the supplementary mechanism of supplying and improving the teacher quality for the central and western underdeveloped regions in China.The purpose of this paper is to introduce the transition to teaching program in overall, meanwhile, make a discussion and analysis on its supporting-system, strong impact and successful experience.The full text is divided into six parts which are introduction, general idea of the implementation of the program, its supporting-system, its feature, and the successful experience of Montana NPTT, the comparative analysis of Sino-US related factors as well as the reflection and inspiration of the program.The first part poses the origin of the study, relevant studies, and study methodology, the explanation of some key words, which give a foundation for the following study.Chapter I mainly introduce the background of the program, the program grantees and grantors, implementation process, results achieved and some problems.Chapter II analysis the project support system from both inside and outside and make a conclusion of the successful experience.Chapter III takes a successful case - Montana NPTT project as an example, introduce and analysis the transition to teaching program more concrete.Chapter IV makes a comparison between China and America in terms of shortage of teachers, non-normal people's training and certification, preferential policies for supplying and improving the quality of teachers in underdeveloped areas and finds the similarity between the China and America. Finally, I want to put forward some suggestions on China's future teacher education policy through absorbing the useful items on the TTT program.
