The Party Central Committee and the State Council put forward the scientificjudgment "talent resources are the first resource", from a strategic point of view,clearing one goal that up to2020, our country need to enter the world of talents. Allkinds of talents will more and more directly lead the economic and socialdevelopment, becoming an irreplaceable resource. The development of science andtechnology rely on talents and the role of the talent plays increasingly prominentposition in the economic and social development. Human resources occupy adominant position in the various resources. The development of one national andregional economic depends on the situation of its human resources.Economic development in underdeveloped regions is relatively backward. Itsubiquitous questions is that the quality of human resource is lower and the structure ofhuman resources does not adapt to the development of social economy as well as themechanism of human resources development and management is not perfect. Allthese problems affect the province’s construction of social civilization. Therefore, thetalent development is urgent. However, in the development of talent strategy, most ofthe research goal is nationwide underdeveloped regions (especially the central andwestern regions), this paper will view the underdeveloped regions which in thedeveloped province as the object. The underdeveloped areas in the developedprovinces have their own advantages in many aspects, thus they need different talentstrategy. This paper takes Heze of Shandong Province for example. Combining itsarea advantages, the paper makes talent development strategy.This paper using the method of quantitative analysis and qualitative analysis,makes a comprehensive analysis of the current situation of human resources in Heze.Through the literature and data collection about Heze’s talent, the paper proposesthe ubiquitous problems in these underdeveloped areas such as Heze.Combining with the advantage of regional characteristics of Heze City, the paperexplore the establishment of talent strategy of underdeveloped areas in developedprovinces. Using the location advantage, Heze strengthen and develop the relation andco-operation with the developed areas in Shandong province, to accelerate the development of economy and reduce local gap as well as attract the talent. This paperputs forward four talent groups to focus on strengthen special talent construction, theparty and government talents, business talents, rural talents in science and technologyas well as social work talents. Finally, according to the flow and erosion of talent, thispaper proposes to establish mechanism to stabilize the team of talents.This paper analyses the common human resources problems of underdevelopedareas in developed provinces. Combining with the advantage of regionalcharacteristics of the place, it explores the talent development strategy to strengthenand deepen the understanding as well as the study of talent development theory. Italso promotes economic development and the well-off society in china.
