Research On The System Of Post-graduate Student Aid In China

With the development of our Country's higher education,the enrolment scale of post-graduate students is also expanded.Facing the ever-increasing outcome of education,the reform of post-graduate students' cultivation mechanism is on the agenda.With the trial implementation of cost-sharing of education,the number of poor post-graduate students in university is also increasing,which influence the quality of post-graduate education.The reform of post-graduate students' cultivation mechanism will success or not,depends largely on whether the aid system is effective and complete or not.Well-funded graduate education policy is the guarantee of implementation of funding post-graduate education,and is an essential part and financial means for protecting fairness,improving quality,realizing regulation and optimizing the structure.However,system of post-graduate student aid has a lot of imperfections in China. The aid system is made for the undergraduates and junior college students.When it face to post-graduate education,there are obvious defects in the aid target,aid scope and aid mode.The government,schools,tutors have not yet fully take the responsibility for their graduate students in the post-graduate student aid.Therefore, the research about post-graduate aid system has an important theoretical and practical significance.This thesis takes Chinese postgraduates as research objects and discusses the financial aid for post-graduate students under the educational cost policy.The exploration of theoretical issues in this subject mainly include introduction and understanding of relevant theory,the necessity of implementing the post-graduates funding and the relationship between post-graduates funding and post-graduate education cost-sharing.Since the implementation of cost-sharing policy,it has formed two situations in China that are aid for post-graduates under cost-sharing system and aid for post-graduates without cost-sharing system now.However,the two situations of funding post-graduate students have some problems to overcome in practice.In view of advanced funding concept in the United States,the composition of the mixed funding system in their post-graduate education funding system,security agencies,as well as the management system,when we improve our system of post-graduate student aid,we can learn and borrow valuable experience from their varieties of funded projects,flexible and highly efficient operating mechanism.With the gradual implementation of the post-graduate students' cultivation mechanism reform,it has been paid close attention by all social sectors to the methods of improving post-graduate students' financial aid system.In order to protect the fair education,the government should improve the funding policy of post-graduate student as soon as possible,and standardize post-graduate student aid in legislation form;the aid of post-graduates education must be effectively strengthened,the funding scope must be expanded;learning from the experience of developed countries,such as the United States,we can multi-funded financing expenditure for post-graduates in order to establish a multi-system of funding; Meanwhile,under the circumstances of expanding scale of post-graduate education, improving the post-graduate research funding system is an important part of the post-graduate student aid system reform to protect the quality of personnel training.
