Mianyang is well-known for its excellent education, but this does not mean that education in all schools is excellent. Just like in other areas in China, the difference of educational development level between urban and rural areas is still very evident. Teacher resource is the key element of revitalization of education and educational resources. Therefore, the research on teacher resource equity has its theoretical and practical significance.Through questionnaires and interviews, the authour of this paper has a basic knowledge and understanding of the situation of educational resources in Mianyang. Despite a good momentum in the development of private education, Mianyang, known as "the city of Science and Technology" has a very significant defference between urban and rural education, especially between urban and rural teacher resources. Teacher resource is the core element, which plays a key role in the quality of education. In order to coordinate the allocation of urban and rural teacher resources, authorities in Mianyang have conducted a series of attempts, such as: training rural teachers, improving construction of rural teacher training bases, increasing input in the construction of rural teacher collective, implementing urban-rural teacher exchanges. Through the analysis of the means of balancing urban-rural teacher resources, the author finds that there are still many problems in the current initiatives. Based on the current problems and its own characteristics of Mianyang education, the author proposes the following strategies such as: Making efforts to establish all kinds of systems and improving the incentives and benefits for the rural teachers;Trying to reasonably solve the problem of insufficient rural teachers;Implementing regional management, unifying deployment of teacher resources, and guiding the rational flow of teachers;Establishing the long-term mechanism of a "two-way interaction, mutiple supports of education" ;Implementing the program of integration of urban and rural teacher resources in the information technology environment;and etc.
