Education is of vital importance to the continuous promotion of the healthy and civilized development and harmonious growth of the entire human race.It is also an important educational undertaking closely related to the grand plan of the nation and the great rejuvenation of the Chinese nation.It is also an important cultural cornerstone to promote the prosperity and progress of the political,economic,social civilization of mankind.Educational resources are the basis for the survival and development of education.The uneven allocation of educational resources can easily lead to the unfair phenomenon of education,and also have a negative impact on the development of education.The balanced development of compulsory education is conducive to promoting the economic development of a region,narrowing the gap between the rich and the poor,strengthening the mobility between generations and promoting the development of a more equitable society.At present,the education in N City has basically realized the quantitative balance,but how to achieve the stage of high-quality and balanced development in quality still needs further research.Primary education is not only the basis of the education process,but also the most important part in education.In order to adapt to education development of the new age in China,and promote education healthy progress quickly,the research adpot methods of literature and questionnaire,select education resource allocation of manpower,financial and material resources from three aspects,the seven index as the research dimension by using the research method and interview method,Through the research on the statics of the N city city primary school education resource allocationch,it is concluded that teachers’ quality is uneven,small number of backbone teachers and structural vacancy is serious human resource allocation problems;There are many problems in the allocation of material resources,such as insufficient auxiliary rooms for teaching,small area of gymnasiums and obvious difference of floor space per student.The value of teaching instrument needs to be improved,the information technology is equipped unevenly,and the financial resources allocation is different among schools.This paper puts forward the countermeasures to improve the allocation of urban primary school education resources in N city,mainly from the following aspects:This study respectively from three aspects: society,government and schools,combining with the current N city urban elementary school education resource allocation problems,analyzed the problem of "large amount" because of choosing schools,the influence of the "the key school" education policy and the unbalanced reasons of regional economic development.The lack and the imbalance of education funds investment,the imperfection of the balanced development of the education evaluation system,and the goverment’s and school’ unreasonable recruitment polic of city primary school teachers in the imbalance of N city urban elementary school education resource allocation,and put forward that parents,school and government should set up correct concept of resources,The government should strengthen the overall planning and schools should improve the management level,so as to promote the balanced rationalization of urban primary school education resources allocation.
