STW is undoubtedly one of the most influential revolutionary for education in 1990s. Economic globalization, industrial restructuring and the change of labor force market made the STW theory come in to being, Practicality, Vocationalism, Situated teaching and Career theory are also provide theoretical basis.STW theory proposed that the vocational education should face to all students, provide dimensional development approach for them, and agree with the social development trends of the people-oriented. STW tries to build the partnership of multi-colony or units through the integration of school-based learning with work-based learning, the academic learning with vocational learning, and the secondary education with post-secondary education. Because it is established in the background of social development, it rethought important questions of vocational education. Actually, in developed country, the catchphrase in education for the 1990s is rather the "school to work".This paper reviews the process of the transition from school to career in America, Australia, German and Japan from three aspects: government, school and industry. All countries have adopted a series of measures: government provide a large number of supports in funds and policy, school carry out a series of curriculum integration and every state build up typical STW item. They try to change the embarrassing situation of the transition for the youth from school to job through vocational education revolution.After several decades' development, Chinese vocational education has achieved a great many. After the 1990s, the government enacted a series of regulations and laws concerning education training and employment stimulation, the secondary vocational school practice in the way of joining work and study and introduces the career instruction course into secondary education stage. And the vocations provide training base to aid the development of vocational education. But because of the reasonable distribution of the education cost, the link between common and vocational education, and the unilateralism of teaching aim of vocational education employment instruction and the efficiency weighed while the input light idea of the factory all lead to the influent situation for the youth from school to work. So at the last, based on concludes, the author proposes its inspirations.(1) The government should strengthen macro-monitoring, quicken the step of establishing STW laws and invest more funds towards vocational education. Meanwhile the government has to establish specialized administrative institutes to the national technical qualifications standard; (2) Besides necessary course integration, colleges need to improve credit system and flexible learning system, establishing abridge between common vocational education and secondary vocational education; (3) Industries should also participate in the vocational education, providing more fund for vocational education, more practice opportunities for students and valuable suggestions for the curriculum in college; (4) Besides, in order to improve the influence of vocational education, we should extend the scope of the vocational education subject, integrate the scattered education competence, set up typical STW program and embody the effect of the vocational education.
