On Application Approach And Promoting Measures Of Public Private Partnerships Model In Secondary Vocational Education

The investment of the secondary vocational education has been constantly increased since the reform and opening-up of China,which effectively ensures the normal operation and rapid growth of the secondary vocational education.However,in terms of per capita investment,the devotion to the secondary vocational education in China is far below than that of developed countries,which directly affects the quality and the number of audiences of the secondary vocational education.In order to promote the sustainable development of the secondary vocational education,we should take effective measures to advance the diversified education investment according to the Party Central Committee and the State Council to deploy.In my opinion,learning from foreign experience and using ppp mode is an effective path to accelerating social capital blends in the secondary vocational education.The research firstly illustrates the necessary of the secondary vocational education PPP mode.By analyzing the data from the official website of the Ministry of Education,we can confirm that over the past decade the scale of private vocational education gradually shrinking,and the proportion of private capital gradually reduced.The reason is that the degree of social awareness is not high,the investment climate remains to be optimized,the regulation of the market is lack and the basis of the private school is weak and so on.On the basis of the achievement of the theoretical research and practical experience abroad,the research puts forward the secondary vocational education possesses four characteristics such as the supply of double subject,the promotion of the penalty and civilized intercourse separation and the combination of the implementation agent with efficiency and justice.As far as I'm concerned,the application of the secondary vocational education means relieving the pressure of fiscal expenditure,improving the efficiency of public administration,upgrading the secondary vocational education,realizing the school independent operations and shifting the risk of public sector.Based on the policy which reformed and developed from the local government and the administrative department,we confirmed that the application of the PPP mode in secondary vocational education is feasible.Based on the research results and practical experience of domestic and abroad,this paper puts forward the specific application of PPP mode in secondary vocational education,including the absorption of social capital into the existing public schools,participating in the restructure of the public school,private enterprises,the direct investment of the mass-run enterprises,the rolling development of the private secondary schools,the profit investment from the people for the people and the diversified investment,which provides options for the secondary vocational schools all around the world.Meanwhile,the research puts forward some concrete measures to promote the application of PPP mode in vocational education,including the creation of application conditions,strengthening law construction,making the cooperative type flexible,sifting the cooperative agency and intensifying the operation regulation to promote the application of PPP mode of Vocational Education in the application of reference.
