In the process of constructing socialism harmonious society and trying to realize the great goal of buidling affluent society,《the Central Committee of the CCP about Suggestions of formulating National economy And Social development 11th Five Year Plan》declares a significant historic task of building socialism new countryside explicitly.A series of central committee No.1 documents straight referred to"three agriculture"continuously from 2004 to 2009,a great number of policies and measures which can help,support and construct agriculture were promulgated one after another.All of the policies and measures above indicate that Central Party Committee pay much attention to the agricultural countryside question and make up their mind to solve the questions step-by-step.The key to"three agriculture"question lies to improving farmers' conprehension quality,one of the most effective methods to improves the general farmers' science and technology culture quality is carrying out the rural adult education which is an important link to promote"the science,technology and education to agriculture strategic",and also is the major steps to carry on the socialism new rural reconstruction.Therefore,developing the rural adult education will appear more and more important along with the agriculture modernization advancement.Based on the understanding above,this research mainly uses literatures,tinterview survey as well as comparison methods to study the rural adult education's theory and the practice in Hebei Province since the reform and open policy,on the foundation of collecting massive historic information,this research try to comb the development process of the rural adult education in Hebei Province,summarize achievements,reveal the current problems from the process,and propose the further tentative plans.The main text is divided into five parts specifically:The first part,introduction.The reason of selecting the topic and the research significance will be introduced,the existing related literatures will be combed,the related concepts will be defined,the research techniques also will be explained.The second part,the development evolution of Hebei Province rural adult education since reform and open policy.Through analysing the development process of Hebei Province rural adult education,the relative foundation which goes to further study of the rural education reform will be laid.The third part,the achievements and experiences of the Hebei Province rural adult education development will be described.Several measures such as"Coordination of the three kinds of rural education","the agricultural science and technology education"which Hebei Province explores during the rural education comprehensive reform process promoted the development of rural adult education powerfully.The fourth part,the present in the rural adult education development proess will be told:for exzample,The rural adult education is not taken seriously,the management is in the state of dispersion,the fund investment is insufficient,which causes the foundation of Hebei Province rural adult education is weak,a large-scale rural adult education training work cannot be done,the education training quality is also unable to guarantee.The fifth part,the ponders about reform.According to the present problems,the relative Countermeasure will be proposed to further reform and develop the rural adult education in Hebei Province.
