The further education of elementary and secondary school teachers is an important way to realize the idea of life-long education and improve the professional development of the teacher . Further education should effectively renew the teachers' concepts, broaden their knowledge and improve their capacity so that the teachers can transform to their new posts easily and improve their level.Furthermore, the validity of teachers' further education has very close relationship with teachers' real demand. Personalization of further education is the inevitable non-system product of the modern educational structure. The learners evaluate their learning by themselves. The further education pays more attention to individual learning and living styles, even pays more attention to individual learning needs and individual request of self-realization. At the same time the diversification of social development and school system leads to the diversification of the teachers' demand for further education.In the 21st century, the further education of elementary and secondary school teachers is no longer a closed system. It should provide the teachers with a variety of multi-level learning opportunities to meet their different educational needs.By all appearances , university-based model further education can not meet the entire staff of elementary and secondary schools, for the further education of teachers is gradually undergoing a change from single academic credentials education to diversified training style. There are some weaknesses existed in it, such the un-distinctive goal of educational reform, the isolation of training institutions, and the methods, the contents and the incentives used not being matched up with the practical needs of the school. Therefore, university-based model further education is urgently needed to innovate.There are five parts in the thesis:Part one: introduction. In this part, the writer expatiates how the problem is introduced, research purpose ,research method, the literature summary,deficiency of the research before as well as the relevant concepts are defined.Part two: in this part, the writer shows the necessity of the further education of elementary and secondary school teachers. Part three: the writer carries on an investigation on the school teachers' university-based further education in the form of questionnaire in C county. with the analysis of the survey data,the writer shows the present situation and problems of university-based further education in C county and analyze the reasons as well.Part four: on basis of teachers' professional development and the improvement of the teachers' overall quality, the writer proposes some reform measures to solve the problems of university-based further education and introduce new models of further education such as school-based programs, PDS and staff training pattern. The writer wishes to provide some references to related further education department, so that school teachers' further education be comprehensively implemented.
