This paper is divided into three parts: the putting forward of the problems,the analysis of the problems and the countermeasures of the problems.In the first part, I firstly begin with the background of the society, analysing the intense requirements which the society needs everyone to accord with: studying for one life,learning to study and invent caused by the information development ,the usage of the information and the means of using and developing information and the intense requirements which the society needs education to accord with: the transformation of education conception,the transformation of the aim and contents of education and the transformation of the ways and forms of education. On the basis of this, I analyse the importance of the training of teachers' information technology and the specialty of the information technology training of the teachers who are engaged in primary and secondary schools. Later I point out that the critical points of the delicacy of primary and secondary schools' information technology education of Gansu province connecting with its practical cases. So what has been discussed above has important theoretical and practical values to the research of the problems and countermeasures of primary and secondary schools' information technology education training.In the analysis of the problems, I firstly outline the development trend and the status quo of abroad and domestic teachers' training of information technology. This has found references and proofs for analyzing the problems. Followingly, I analyse the training of information technology education of the primary and secondary schools teachers of Gansu province, from macro ,micro and middle scales and have found the problems of it respectively. The problems put forward from micro scale are: the losing balance of the training between teachers and headmaster,of steering of whole and parts,of study and using conditions,of planning long and shortly,of directing and the means of supervising and the losing balance between administration and the stimulating of schools. The problems put forward from middle scale are: having no healthy regimes,having no entire regulation and strong procession. I also put forward some concrete problems from the ways of the building of training conditions,of training of organization,contents,means and assessments. In the analysis of the problems, I also think of the ways of solving the ones.In the countermeasures of the problems, the article points out that the training of information technology education of the primary schools or secondary schools teachers in Gansu province must build up the regime,clear the thoughts and catch up the important points. To build up the regime needs to do the construction of organizations and regulations; To clear the thoughts is to study system thoughts, study managing science, improve the recognition, clear the thoughts of solving the problems on the basis of improving the recognition and make the distinct training plans; To catch up the emphasis is to master the managements of science research in the training of information technology education of the primary schools or secondary schools teachers.
