Since 1980s, many countries around the world have been beginning to carry out Basal Education Curriculum Reform, during which enhancing communication and exchanges between school and community has become the common trend of the world's curriculum reform and development. June in 2001, China promulgated"Program on Basal Education Curriculum Reform (Trial)", which clearly stipulates: during the implementation of national and local curriculum, schools should develop and select the curriculum of school level, known as school-based curriculum. At the same time integrated practical activities should be set as a compulsory subject from primary to high school, including information and technology education, research-based learning, community service and social practice, and labor and techniques education. The promulgation and implementation of new curriculum has made the development of community curriculum resources become a realistic need. However, due to various reasons, its present state still can't be optimistic. A large number of valuable community resources have been overlooked or buried, and can't be translated into practical school curriculum timely. The contradiction between shortage of resources and waste of resources seems to be quite serious. Therefore, how to develop community curriculum resources has become a serious problem to be soon studied and solved.With abundant cultural heritage and rich natural ecological resources, both urban schools and rural schools, focusing on schools and general schools, Jinzhou City of Liaoning Province is selected as the object of this case study, which is representative.The dissertation comprises four chapters. Chapter 1 is exordium, in this chapter the background of the topic is expatiated at first, followed by the introduction of relevant researches at home and abroad, and then is the significance, theoretical foundation and methods of this study. In Chapter 2, some related concepts on development of community curriculum resources are defined, for example: What is community? What is curriculum resource? What is community curriculum resource? etc, and then an analysis on the type and characteristics of community curriculum resources is put forward, with the aim to make the development more scientific and effective. In Chapter 3,after reading relevant literature and available researches, the writer, with local realities, selects and classifies the community curriculum resources in Jinzhou City, makes a survey on the state of development in primary and secondary schools in the very region, and then deeply and thoroughly analyzes the existing problems in this process by using self-made questionnaire from three levels of understanding, practice and organization and system, combining the results of interviews with some principals, teachers and members in community. In chapter 4, according to the above analysis, the targeted principles and countermeasures on development of community curriculum resources are brought forward, with the hope of providing reference materials and ideas to other areas in undertaking such research activities.
