'Fundamental educational reform act'indicates that the new national curriculum of physical education should change the high center-controlled curricula management and implement the three-level curriculum management, which is divided into national, local and school levels, in order to improve the curriculum adaptability in the context of local educational authority, school, and students. In this context it is essential to embark a theoretical and practical research on the school-based curriculum development. As an important part of fundamental education curriculum, the curriculum of physical education should face with the challenge of the new educational reform. Therefore the research on the school-based curriculum development has the specific significance on theoretical and practical perspective.In this research several general social investigation methods have been adopted, which include documentary materials, questionnaire investigation, interview methods. Research on physical school-based curriculum development of city middle school in Shenyang , several important results can be concluded in this research as the bellows:The school-based curriculum can be seen as all the curriculum which are designed and developed to implement the purposes of physical education and health PE curriculum by the school teachers based on the analysis and assessment of the school students'sport need in the context of the sport facilities of the local community and schools. School-based curriculum development can be understood as a set of development strategy which are designed and developed by schools according to the national educational policies in order to implement the purposes of physical education and health PE curriculum based on the specific characteristics of schools in the context of the sport facilities of the local community and schools.The research discovered that city school teachers can join in the school-based curriculum development, they think that school-based curriculum development is influenced by headmasters'participation and support, PE teachers'comprehensive quality, lack of sports place and facilities; school-based curriculum development contributes to the development of students'sport interest, PE teachers'conceptual transfer, increasing the fame of schools. However, the negative factors for school-based curriculum development should also be drawn on, such as the teachers'intensification, the lack of knowledge and skills of school-based curriculum development, the lack of sport facility, the lack of necessary policy support.There exist five domain PE school-based curriculum development pattern in Shenyang as bellows: the combination of required subject and selected subject, the traditional Chinese sports items, folk sports items.In the procedure of implementing curriculum, school-based curriculum development should Adher to certain basic principles to improve the rational of school-based curriculum ,and to decrease unintended. It is established various facets supporting systems of curriculum development to get the success of PE school-based curriculum.
