With the elementary education course reform implementing constantly in our country, course reform of high school changes deeply, teachers become the key factor of success of high school course reform. However, teachers'teaching ability structure which shaped in the traditional teaching view can't meet the need of development of era, new course of high school requires new teaching ability structure. The study launched in this background.I arranged and analyzed the relevant theories of teaching ability and inductive education, on the basis of theory of research on teaching ability structure, combining the new demand of high school course reform, constructing the structure of teaching ability of high school beginning teachers. This article founded out the situation of teaching ability of beginning teachers through the questionnaire, interview and observation. The result of investigation revealed that ten teaching ability, for example, ability to design teaching scheme, course development ability, ability to use teaching method, ability to construct teaching circumstances, presenting the weakness of teaching ability of high school beginning teachers. I analyzed the reason that caused the situation of teaching ability of high school beginning teachers. In the meanwhile, I entered teaching practice of beginning teachers of high school, putting forward strategies on training of teaching ability of high school beginning teachers from four aspects, inductive education institutionalized, offering the special training fund, improving the way of cultivation and stressing the entity of beginning teachers .
